Cooling Without Assuming the River
Google's Wyoming campus will be air-cooled. Chemours launched two-phase fluids that can cut cooling water toward zero. Grove City's ballot trigger includes 500,000 gallons a day. Water is now a siting veto.
For twenty years, evaporative cooling was the default efficiency story in warm markets. The politics of 2026 are rewriting the default. Google said its first Wyoming data center will be air-cooled. Chemours launched a Faizeon portfolio of two-phase dielectric fluids and said systems designed around them can nearly eliminate cooling-related water use depending on design. On Election Day, Grove City, Ohio set a public-vote trigger that includes 500,000 gallons of water a day alongside acreage and megawatt thresholds (Google; Chemours; DCD).
Water is no longer a utilities footnote. It is a veto.
The design shift is already priced into announcements
Chemours said independent third-party testing showed Faizeon 200 holding a GPU up to 19°C cooler than a single-phase water-based fluid while using a lower coolant flow rate — roughly one-third the flow at the cold plate in the company’s product detail. The portfolio spans low- and medium-pressure direct-to-chip fluids plus an immersion fluid. Most liquid-cooled halls today still run single-phase direct-to-chip water loops. Two-phase is the bet for denser AI racks that single-phase starts to struggle with (Chemours; DCD).
Air cooling at Wyoming scale is a different statement. Google is pairing it with fuel cells that use minimal water in generation and with a CCS story. The campus is trying not to show up in local water politics the way evaporative mega-campuses have in the desert Southwest and parts of Texas.
Texas politics makes the stakes obvious. Grassroots opposition cited unknown water needs in a drought-prone state as a core grievance. Governor-elect Hinojosa listed protecting community water supplies among her legislative priorities for data centers (Texas Tribune). Arizona’s attorney general has called for a statewide pause framed around community impacts including power and resources; Pima County moved toward a temporary local halt. Virginia has been arguing rainwater harvesting and reform bills as cooling-water scarcity shows up in Piedmont and NOVA debates.
800 VDC does not erase the thermal problem
Rack densities climbing toward hundreds of kilowatts are why liquid cooling arrived. 800 VDC architectures reduce conversion losses and copper bulk, but they do not delete heat. Early deployments may air-cool power sidecars that reject 20 kW-class heat into the whitespace — comparable to a dense air-cooled rack — while the IT load stays on liquid. As more power-train components move onto liquid loops, CDU capacity and heat rejection to the facility water or dry coolers have to scale with them (DCD).
CBRE has noted that converting an air-cooled facility for liquid-cooled AI hardware can push ready-for-service dates beyond six months. That retrofit clock collides with miner-to-AI conversions and with enterprise halls that were never designed for two-phase plumbing. Cooling is now on the critical path twice: once for new builds, once for every conversion of existing shells.
Underwrite gallons the way you underwrite megawatts
Ask for peak and average water use at design IT load, not at a marketing PUE. Ask whether the design is evaporative, air, single-phase liquid or two-phase, and what happens at N+1 failure. Ask which permits and ballot thresholds the gallon number trips. In Grove City the number is explicit. In other towns it will be implicit until a hearing turns ugly.
Fluid circularity and recovery — Chemours’s pitch for Faizeon — will matter for cost and for ESG narratives, but communities vote on withdrawals and visible vapor plumes, not on GWP tables. Design for the hearing you will actually get.
Retrofit risk is where schedules die
New builds can choose air, single-phase liquid or two-phase from day one. Conversions cannot. Miner-to-AI halls and enterprise air-cooled shells need CDUs, piping, leak detection, different fire strategies and often structural work. CBRE’s observation that liquid-cooling conversions can push ready-for-service beyond six months is a floor, not a ceiling, when electricians and specialty mechanical crews are already scarce.
That is why water politics and cooling design now show up in the same diligence memo as transformers. A site that “has power” but assumes evaporative towers in a drought county can lose the hearing. A shell that “has power” but cannot accept GB200-class liquid loops on the tenant’s timeline loses the lease. Design for the hearing and for the rack, or budget the slip.
What to watch
- First commercial Faizeon deployments and whether operators publish water-use deltas.
- Wyoming Google campus design filings as a template for air-cooled hyperscale in the Interior West.
- Texas legislative language on water disclosure and efficiency mandates in 2027.
- How many 2027 CODs slip on CDU and liquid-cooling retrofit rather than on utility power.
Why it matters for builders, buyers and investors
A power-perfect site with a politically toxic water draw is not a site. Builders should bring cooling and water diligence into the first site memo, not the permit set. Buyers should put gallon caps and design-change rights in the lease. For $CC and cooling-equipment names, the demand story is real; the adoption story depends on proving water and serviceability in live halls, not only in lab demos.
Not investment advice.
